Saito Lavaka (斉藤) is a Pro-Hero known as the Frost Hero: General Winter (???), a reference to Lavaka`s famous death-glares that he gives out to people he considers to be his rival in a sense and the fact that Lavaka came from Russia but took on a Japanese last name to compensate his Japanese Superiors, and to fit in better overall.
