The user can create these in a variety of sizes, from hand held cyclones to tornadoes the size of their body, which they can produce from any part of their body. The user does have a surprising amount of finesse when it comes to making the funnels, applying them around or mixing and matching the funnel to make new effects. With the power of wind and the kind of control the user has over the Quirk, is it just as dangerous as it is versatile. The user can send foes flying with howling winds, make small cyclones from their feet to fly, form cyclones around their body to augment their attacks, redirect opponents or their attacks with a rotation of wind, or just spin an enemy around to throw off their balance. With enough training, the user can even reserve the winds to create a sucking force to pull objects to them. Though the Quirk can be very dangerous, with the user not having much control in the application of the Quirk once it leaves their body, with the immense power easily able to get away from them. The Quirk also eats away at the user's stamina, using it to produce the wind, requiring them to train their body to meet the fuel requirements of the Quirk, and also makes her sick, drains her energy, and makes her become tired more easily than others, makes her breathing more troubling, nauseous, and colder or hotter than most people would be.

**'''Overall Abilities:''' Tomoyo has more enhanced physical skills, such as speed and agility. These abilities allow her to react to and evade light-based attacks, as well as jump and leap several times her height and length. She can also climb up and walk on surfaces without her yo-yo, whom she uses as a way to help with her Quirk drawback and get more hand-to-hand combat as well. Her increased strength allows her to do things such as using her yo-yo to pull a large robot onto the ground. Her near-invulnerability and great durability to physical damage allows her to jump off of 2 story buildings and land without issue and survive a fall off of one, as well as seemingly survive a fall at a height of at least several stories. Tomoyo has remarkable talent with wielding her yo-yo, like using it as a grappling hook, a rope to restrain others, a projectile, a slicer even against solid materials, and a shield if she spins it fast enough. Her yo-yo also can work as a breathing apparatus for those who can't breathe underwater like herself. Besides her abilities as a Hero, and although she can be quite absent-minded, Tomoyo is clever and quick-thinking, and many of her friends described her as "able to to come up with the right plan at the right time". She is naturally flexible, and is also quite stealthy, and is also an excellent baker, and knows both approaches, being modern, traditional, on baking, as well as how to handle cooking facilities, and despite her strong Quirk, she prefers to try and train her physical strength and wits more, as she doesn't have much physical strength and has little advantages in a physical confrontation, she relies on her wits to solve tough situations.

Tomoyo Chinen (知念友世, Chinen Tomoyo) is a student who attends U.A High School from Class 1-A, and was formerly a worker at small bakery called Pâtisserie La Rose with her grandmother, and training to become a Pro Hero. Her hero name, The Breezy Hero: Fuu (ブリーズヒーロー:福, Burīzuhīrō: Fuu) with her main motivation of becoming a hero is to please others and to make people happy in general, and to make them feel protected and safe.

Appearance

Tomoyo is a young girl of the average height, being 5’3” (163 cm), she has a petite but lean, slender and slightly curvy figure, she has shoulder-length strawberry blonde hair with a white highlight of the right strain of her hair and big, round pink eyes with thick eyelashes, two longer and more prominent ones protruding outwards on either side and fewer but more individually pronounced lower eyelashes. She has light freckles on her nose that are colored a light brown and some that appear on both of her cheeks.

Tomoyo adores fashion, and would wear anything that she finds comfortable or cute, and usually makes most of her clothes for the most part. And is usually seen wearing something pastel, casual, formal, or anything that she finds fitting. But isn't the biggest fan of anything with dark colors, but doesn't mind seeing others wearing them. She actually finds other people's senses of fashion to be cool.

During school hours, she wears the standard female uniform which consists of a gray blazer with blue-green stripes, a formal white shirt, red tie, blue-green pleated skirt, black knee socks, but doesn't keep the same normal brown shoes, and wears oversized light laced, faux fur lined boots.

Her hero costume,

Personality

Tomoyo was first introduced to be a polite, intellectually curious but somewhat air-headed individual who loves the idea of learning and going into new places and seeing new things, but her real problem is her chance of communication with others more properly. She unconsciously greets people and says anything that comes out of her mind and even says some blunt comments when she doesn't really mean to say those comments to others at all, and wants to appear more friendly then offensive. Tomoyo might have an extremely difficult way of talking to other people, she does have a strong sense of justice and will defend others with a straight and vigorous voice without stuttering and such, but can get intimidated easily and back away. She thinks in an uninhibited way and sometimes even without worrying about social rules, she wants to be generous enough with what she has and is typically not driven by the desire to acquire more possessions, she just genuinely wants to save people, even if hurting herself in the process, with her main motivation is to please people and make them feel secure and have smiles on their faces and feel happy.

Tomoyo is shown to be an awkward, anxious, and very sheepish girl who doesn’t have a lot of faith in herself. Though, when you get to know her, she is shown to be a sweet, bright and energetic girl, who’s always trying to do her best to find positive outcomes out of every situation with a smile. She especially loves bad puns, although she was told more than once how lame her jokes can be at times. Overly expressive, particularly when she’s nervous or trying to communicate in hands or mannerisms, she’s incapable of staying put for a minute, punctuating most of her sentences with huge hand gestures that can often annoy others. Thanks to her confidence as a Hero, though, Tomoyo has gotten more calm and comfortable around others and herself.

Despite being incredibly clumsy, Tomoyo displays remarkable self-control during serious situations and manages to avoid accidents. She did say that it took her time to archive though, but was worth the price. She is also passionate in an almost frightening way, as she’s able to talk about her little world for hours. Since she’s quite the creative kid, she mostly speaks of what she created, showing some selfish sides of her as she prefers to keep it hidden. Hard-working under anxiety, Tomoyo tries her best to improve her abilities as a Hero, and does want to become one, but is too scared because of her timidness and sensitivity can appear. Despite this, she hates seeing other people hurt, especially her friends, family and close comrades.

She does possess selflessness that might be expected from a hero, which is seen through her preference to support and defensive tactics, also with her intelligence, but she’s way too reckless and self-sacrificing for her own good, throwing herself in battles like a walking alive shield. While expected to be confident in her abilities, Tomoyo is actually extremely insecure about her goals and qualities, belittling herself when no one’s looking. She has well hidden secrets; in truth, she always forces herself to smile because she thought of how sadness was a useless emotion and refused to cry in fear. When seeking the good out of everything, she’s only doing this to try and shut out her pessimistic thoughts, though whenever she has to tell someone, she’ll try her best to speak out.

Growing up, she began to wear this attitude of hers all the time, leading her relatives to consider her behaviour natural. Despite this, Tomoyo mostly lets her feelings out to herself whenever she's alone most of the time and never to others. Sometimes, Tomoyo would like to drop the act to be acknowledged as she is; to try and find someone to bear her troubles with. Prideful, she wants to believe that she can save someone and will willingly put her life on the line if it means she can get to die as a hero and be recognised as such. Wanting to be a Hero so that people can have genuine smiles, feel protected, and feel like they can feel pleased in a world full of danger. Tomoyo also has good judgement, and is very good at reading people’s expressions.

As a Hero, Tomoyo is much stronger. Her confidence and bravery come out more prominently. According to Hymia, she can be stubborn at times, especially when she isn’t easily convinced. While almost all of Tomoyo’s plans are effective, they tend to be complex and rather bizarre. She is more cautious and careful than her other comrades, sometimes needing to restrain or stop them from doing hasty acts seen in several episodes. Only during rare occasions she can act hasty, especially if she is in a rush to do something or multiple things at one time. She usually follows her head, saying that a great Hero always listens to her gut and her head, meaning that she isn’t easily fooled or swayed by deception and lies. She also strives to rescue everyone, including the ones that are villains.

She usually tries to persuade the villains to calm down and stop their rampage when she is able to do so. Tomoyo is aware that there is a line between justice and revenge. She thinks that honesty and justice don't mean anything if you're pressured into doing it, which is mostly the reason for how she listens to her instincts and usually tries to calm herself down first rather than pressure herself. She acknowledges that good things come by doing good actions and that not all problems can be solved by wishing them away, especially at the expense of hurting the innocent. She also values the lives of others more than material possessions, and she isn’t tempted by power because Tomoyo understands that even if she didn’t have this power, she could be rather fine without it.

Despite her shy personality, Tomoyo is shown to be sweet, outgoing, and joyful, who loves fashion, her friends, family, and baking, where most would describe her as being honest, kind, fair, and the type not to cheat. She is very helpful as she is willing to help those with other insecurities. According to Shizuka, Tomoyo has a pure heart, as she cares deeply for other people, usually putting their feelings and interests even before her own, in some cases at a personal cost. Despite being genuinely kind and understanding, she does have her limits to her tolerance and has a distaste for rudeness, even when Tomoyo gets scared she always finds a way out of a situation, and uses it to manipulate her opponents to trick them, as she can easily become annoyed by Iwa’s constant whining, and angered by Amane’s barbaric actions.

She is willing to lie for good reasons, but appears uncomfortable while doing so and is quite bad at lying. Like the other protagonist before her, she has a very sensitive nature and listens to other people's troubles. She seems to encourage other people to get better even more actively than the other protagonist does, and she isn't afraid to be bold about it and point out their flaws, which can surprise others, even herself. It appears that she is rather quickly well-liked by the other students. Tomoyo is also an optimistic hard worker. As a leader type with a firm character, she has a strong will and doesn't hesitate to take action; her notable character trait being her strong sense of belief in herself and others, especially in combative and important situations that she has to get through, and gradually becomes more confident and self-assured, even at the beginning she usually tries to give courage to herself.

Indeed, Tomoyo's tendency to push forward with her own personal justice is her biggest flaw. She refuses to give up when it would be the sensible thing to do and when pushing forward would only make things worse. She also never doubts what she thinks is right and accepts it blindly. This pushy and bossy attitude causes her to become a bit harsh, especially to the ones she works together with, though she does appear to feel very bad for it and genuinely tends to learn from her mistakes and become a more open-minded, understanding person. She also takes advice from others very well, whether it is family or friends, as seen throughout the series. According to Tomoyo in Family, as herself-personality wise, she takes after her father as well as having her great uncle's creative side, usually in imagination and ingenuity, as she can often feel surprised, and sometimes even annoyed, by many of her friends' odd personalities and antics, she is still friendly to them regardless.

Tomoyo constantly reacts emotionally to everything around her, as she can be upbeat, cheerful and especially loves it when others around her are on the same page emotionally; having fun, spending time with one another, and just relaxing. But she can also act as sad and tearful in a sad environment or situation, and can quickly come to tear up and feel negative emotions. She's also very diplomatic, and always tries to see the good in everyone and is good at regulating emotional atmosphere. She likes giving cute gifts or spending time with the people she cares for and have a good time, and hopes she will help the people who have been saddened or hurt to find happiness again. She's learning to be a capable leader concerned about the well being of the people around her, and is brave enough to go on any dangerous circumstances to save her friends and her loved ones.

However, as time goes on, Tomoyo also learns to speak up, making self-serving requests once in a while, and allowing other people to help her in the process, she becomes more assertive, bold, and embittered towards the circumstances of her responsibilities as a hero to help her and feel worthy of that help. She also mentions that she would never go along with something she doesn't agree with. And although she does still feel guilty about her mother having reaching the end of her life, she learns to live her life while still having her as a special place for her mother in her heart. And although she can be selfish in her own ways, she is selfless and wishes everyone happiness. Tomoyo has become more self-assured, stubborn and honest with herself and others.

Tomoyo use to also act irrationally and impulsive at times, as she's quick to jump to positive assumptions without having all of the facts, and as a result, Tomoyo can act naive and inexperienced in dealing with some things as a result of her constant positivity. This also gives her the assumption of her always being right. Her biggest weakness also being her inability to see the world from the point of others, instead of trying to make others see her point of view. She struggles to find how others are unable to be happy, as her goal of becoming a hero was to please people and make people smile and be happy, her positivity also causes her to value her own judgements over the opinion of others. With her efforts to always find solutions means she has, at times, a narrow-sighted thinking process. When things go wrong, they go really bad for her and she often has to rely on her friends to help her out. She has periods of doubt when this happens, but always pulls through. She makes some of the biggest mistakes in her life, but consequentially comes to achieve some of the biggest successes.

Abilities

  • Cyclone (サイクロン, Saikuron): This Emitter type Quirk allows the user to produce funnels of powerful wind from their body. The Quirk also eats away at the user's stamina, using it to produce the wind, requiring them to train their body to meet the fuel requirements of the Quirk, and also makes her sick, drains her energy, and makes her become tired more easily than others, nausea, makes her unable to breath normally, and colder or hotter than most,
    • Overall Abilities: Tomoyo has more enhanced physical skills, such as speed and agility.
    • Keen Intellect: Tomoyo is shown to be extremely intelligent and observant, she has excellent analytical skills and a high sense of perceptiveness, and as she's ranked A-class in her official intelligence stat, her capacities in this regard are overall redoubtable. She also demonstrated her incredible camaraderie and ingenuity, taking into account all of her teammates' strengths and weaknesses to effectively devise a two-fold plan for battling against the opposing team and is shown to also be observant to people’s expressions and can somewhat feel their emotions. She has an excellent memory, able to quickly piece together multiple pieces of information she's previously come across in order to form a hypothesis. In actual combat, Tomoyo frequently relies on misleading her opponents, either by letting them think they've outsmarted her so that they lower their guard,or letting them think they've defeated her so that they will approach her, and she can defeat them with a single attack, showing how she reacts quite quickly.
    • Enhanced Stamina: Due to her Quirk's drawback, which has many, Tomoyo has also built up an exceptional amount of stamina through training. Due to this feat, along with the nature of her Quirk, facing Tomoyo in a drawn-out-battle would eventually lead to a battle of stamina.
  • Yo-Yo Proficiency: The yo-yo is extremely versatile. Tomoyo uses it as a weapon, both offensively and defensively, to hit enemies with it like a projectile or tie them up with its string. It works like a grappling hook, which Tomoyo can swing from and use to travel far distances. The yo-yo's string never runs out and is unbreakable. When swung in a circle very quickly, it lights up and creates a pink shield able to deflect and withstand strong attacks. It’s also useful to create some tactic plans for Tomoyo as well, as she’ll use it to create traps or strategies which was shown in the Sports Festival. The yo-yo can also work as a breathing apparatus for those who can't breathe underwater, this Yo-Yo is also an inspiration for Eraserhead's scarf, just more efficient.

History

Tomoyo grew up in a small neighbourhood, and she idolized her mother as she saw how much of a good baker she was whenever she visited her at the Bakery, and tried to help her in the kitchen, hoping to be as skilled as she was. Her mother, Sakura, was shown to be the head chef of the bakery, and named it Pâtisserie La Rose. Unfortunately, many of the staff had grown old and weren't able to finish the signature inn for a fairly rich couple. And the couple had given them weeks to finish this dish. To save the inn from falling apart, Tomoyo had taken it upon herself to try and learn how to make this with both of her parents. Though she had a bit of difficulty in the beginning, at the age of 9, Tomoyo eventually learned the skill.

The couple was fairly impressed by this, especially at her age, Sakura was also impressed by this as well, and told Tomoyo that she had a gift. Her life as a small child was fun and happy. For as long as she could remember, her mother would tell her stories about fairy tales, especially the ones with princesses and knights. When Sakura had asked her if she'd wanted to be a princess, Tomoyo simply told her that she wanted to be a knight instead of a princess. Little Tomoyo had taken the idea of becoming a Hero extremely quickly, and would always spend endless hours at their house playing hero with her father, Katsuya. Pretending to save him from her stuffed animals and dolls from invisible villains and monsters.

Though, while Tomoyo was fighting imaginary villains with her brother, her mother was fighting her own battle. Ever since Tomoyo's birth, Sakura had tried to fight to keep her health intact, but it was slowly eating her up inside and slipping away from her, she did everything she could to hold on, and wanted to continue helping out in the bakery, but it had no avail. Momoka was about five when Sakura had died, and her health took a turn for the worse. Being very young at the time, Momoka couldn't fully understand what was happening and why she wasn't getting better. When she was six, Sakura finally passed away.

Tomoyo decided at that day of the funeral that she'd definitely become a hero to honor the dream her mother never got to achieve, and to also successfully raise the bakery's status. During this funeral, Sakura's relatives were deciding on who would take them in, it was eventually decided that Tomoyo's paternal parents would take them in. They solely lived on his pension, and Tomoyo and Momoka decided to work hard so that they could pay their taxes and expenses so as not to become a burden. Though, when Tomoyo was moving out of her old house with the others, Katsuya felt as if Sakura's presence was slowly fading away from it, and decided to keep the picture of the family together with Sakura in it, and so that the promises and moments together wouldn't disappear.

During her years of schooling, Tomoyo and Momoka were home-schooled. Studying lessons with her tutors from other relatives in the mornings and doing some baking lessons with her grandmother in the afternoons when the customers were gone. It was during that time that Tomoyo's quirk had come to light. In the years that were prior, everyone had thought that she would have the same quirk that'd be similar to Sakura's. But through baking something with her grandmother, she was disappointed on how Tomoyo was quite the late bloomer, and was confused on how Momoka's quirk had come quicker then hers. This revelation had made Tomoyo quite envious, but decided to keep going and tried to stay patient.

Over the next few years as Tomoyo grew older, she began to get quite tired of the same old routine, and by the time of eight, Tomoyo had gotten sick of it. She began to beg her father to let her attend the local public schools, claiming that she wanted to make new friends and hang out with other kids her age. Katsuya reluctantly agreed after a while, and Tomoyo became ecstatic. Beginning her time at public school the next week.

Though, as she enrolled into school, it took a few days as Tomoyo had become a victim of bullying at school, mostly because of how poor she was, and wanted to prove them wrong, though would never find faith in herself to stand up for herself. The children would play a game called “Fruits Basket”, where each player would be assigned a different fruit. One would start the game by calling out the name of a fruit, and as soon as they call out the fruit's name, any player that was assigned to being that fruit would jump up and go up to them. Though, Tomoyo's peers would humiliate her during the game by designating her as an extremely sour umeboshi pickle instead of a fruit and never calling on her during the game.

This was also when she developed her quirk, discovering it at the age of 5, in kindergarten, she lifted up a piece of a drawing she had made for her father, and at first was overjoyed at the drawing, only to find the whole entire table she was working on it with and all the other blank pieces of white paper scattered around the classroom, and the table hitting one of the children's head. This was mostly one of the causes that the class would bully her for, and made Tomoyo try not to use her Quirk as much, the teacher had informed her father about Tomoyo's Quirk and what had happened and her father had tried to cheer Tomoyo up once they got home.

Because of this, Tomoyo began thinking that she didn't belong amongst the crowd, and regularly started to feel lonely. She was also ashamed of the fact that she was bullied, and wasn't able to confide her father or her grandparents until much later. However, Tomoyo tried to stay optimistic about this, hoping that one day someone would call out umeboshi so that she could go up to the other kids and become friends with them. Even if this never came whenever her teacher assigned them to play the game, Tomoyo stayed patient and sat down until the teacher would call her up to leave the chair, even when the game was over.

At one point, when Tomoyo was in elementary school, she tried to get away from some of her male classmate bullies who were chasing her, and ended up getting away from them. Whenever it was recess, Tomoyo would run through the forest, and would reach out to her hideout, where she keeps flowers and several hangings. She mostly created a small little house in a small forest that was not so far away from the park, just to take a break from all the hate. Tomoyo spent most of her years feeling insecure about herself and how she felt like a failure to her parents for not helping them as much, and how she felt selfish back then for not letting herself be home-schooled and to try and help them more.

Though one day, Tomoyo had gotten lost in the forest as she tried to run away from some of her female classmates, and started to get succumbed by fear, she saw a rabbit looking up at her, and it quickly sprinted away. Tomoyo began to run after it in hopes of finding anyone and returning back home, though never noticed how the rabbit would stop at every corner to wait for her to try and catch up. When she eventually figured out what it was doing, she found out how the squirrel was guiding her back home, though never saw it again afterwards. She then came home to a worried Katsuya and a crying Momoka, as she started to reassure them both, she then told them how a rabbit was going to be her new favourite animal, which both Momoka and Katsuya had both expressed confused expressions, but were glad that she was home.

During her middle-school years, Tomoyo took care of most of the household chores while Katsuya and her grandparents worked. Her grandmother also expressed her wish for her to graduate middle school and attend high school and experience life as a high school girl, something that she wasn't ever able to do. Despite her friendly personality, Tomoyo could be quiet whenever she was around her other classmates, and would often reply with nods and "hms."

From that very first day Tomoyo found herself an outcast. Many of her classmates saw her as the "Strange and odd prodigy girl" which led to some severe bullying. She generally tried to ignore it all, but gradually became upset and disappointed in herself because of how she felt like she could never make any friends. Going through this experience deeply affected Tomoyo who, when confronted with the fact that she couldn't fit in, built herself completely new mannerisms and personality traits. She started to collect meaningless friendships and put on a friendly front, coupled with odd manners, that she hid behind. On the rare moments whenever she was alone, she'd exorcise her pent-up frustrations by trying to train her quirk a bit as hard as she could.

Eraserhead was the one who inspired her to become a Hero, which was quite surprising to her father, knowing that most children would first favour All Might most of the time. As she went back to her admiration for Eraserhead, Tomoyo had started to become more energetic, and started to try to get more active, making sure to work more in the bakery, making sure to save up some money to get some books with the knowledge of heroes, and started to work more with her quirk, though it was mostly minimal things and started to open up to her feelings in school. Realising this, her grandfather had called out a secret meeting to save up as much money as possible to enroll her into U.A. One day when it finally happened, Tomoyo was overjoyed at this and thanked her family for all they did, but was quite sad on how they worked so hard and gave all the rest of the money they gave to her to support her along the way.

Though Tomoyo wanted to stay and continue to help them, her father persuaded her to go and improve her skills even further. As she prepared to depart from her hometown, Tomoyo was sent off from the train station by her grandparents, and with her family and her friends' that she made around town who gave her high expectations and support, Tomoyo bid farewell to them and departed to begin a whole new chapter of her life.

Equipment

Hero Costume: All aspects of Tomoyo's Hero Costume were made for the sole purpose of helping Tomoyo minimize the negative effects of her Quirk.

  • Tomo-Gloves (トモグローブ, Tomogurōbu): Fingerless gloves that offer protection while still offering quirk (and magic) usage. The gloves were upgraded to have small grappling hooks on it, being a bit similar to Midoriya’s Blackwhip and Air Force Gloves, they also increase her power output while keeping her body temperature safe.
  • Tomo-Gauntlets (トモガントレット, Tomo Gantoretto): Gauntlets serve as a defense as well as a way for Tomoyo to activate her quirk! Cyclone, but also reinforced! Any small weapon such as a pocket knife or a dagger can’t pierce into the gauntlet in one go. They can also be used as Air Cannons she uses to control the flow of her wind gusts. The gauntlets have a special sensor on the top of it that read’s Tomoyo’s fingerprints to activate the air cannon. She can then change the strength of the air flowing using a dial at her wrist.
  • Tomo-Buckle (Tomo Bakkuru): The star buckle to allude with the nausea drawback of her quirk, the buckle is also upgraded to use and to store anything inside at the sides of it, she usually keeps it medicine and anything to keep her from getting sick or tired, and also keeps snacks in hand.

  • Tomo-Boots (トモブーツ, Tomo Būtsu): Tomoyo’s boots are designed to help cushion landings and enhance kicking power. They have springs and cushions built into soles to maximize the effect.
  • Tomo-Neck (トモネック, Tomo Nekku): This equipment stimulates the pressure points around the neck area, thereby reducing headaches and to reduce out nausea, it also helps to keep her breathing normally when using her quirk for extended periods of time.

Winter Hero Costume:

  • Tomo-Top: A puffy crop top to even out the balance of her silhouette with the chunky boots that she has, also to keep her warm.
